What are the cheapest places to live in the world? (Read below)?

Here are the qualifications: a dirt cheap oceanfront property, needs to have great healthcare, great cheap food, needs to be a place where you can get by speaking english, a place where you can walk the streets past midnight and be safe, a place where you can find a job that's not agricultural, and a place where the US dollar is worth tons. 4. Check out Baja--not so sure on all the perks you want such as wandering after midnight but the other should be out there.
5. Dumaguete, Negros Island, Philippines. The only probem is that the US dollar isn't worth much anywhere right now, and will probably only get weaker. If you move abroad, convert a chunk of money into that country's currency or invest it there, wherever you go.
