whats up with retail stores in big cities?

I have been to walmart in St Paul Mn.big city,,and Target in Minneapolis Mn..another big city I also shop at subrban stores,walmart and target. They seem to have better quality in the suburb stores and more choices why is that? is it because low income families and immigrants live in the cities that the retail stores do not care about these people and they have to please the suburb folks by giving them better quality and choices?
