what are the best cities for a film student?

What are the best cities for a film student, besides Los Angeles and New York? I am looking for a large city, but one with affordable urban living. And a place that is not dangerous too. I am really interested in the arts and entertainment. Thanks!

1. Dallas, Texas.
2. This is tough, as those with good film locales are rather dear in living costs. And those with good living costs are looked down upon as not being "film" enough
3. After LA and New York, the next best cities to be in for film would have to be Toronto or Vancouver. Both are sometimes referred to as "Hollywood North." Of course you'd have to be willing to brave the Canadian winters...
