3. Best for what? You haven't mentioned a single thing about what is relevant or important for you, and yet that is what will ultimately determine your choice. Every city and every state has its advantages and disadvantages. If you like to be near a beach, you wouldn't want to live inland. If you like mountains, you wouldn't want to live in Florida. Where are the employment or entrepreneurial opportunities you seek? Some cities and states have better educational systems than others, and if that is relevant, it will affect your choice. Availability of good health care facilities is more important for some people. There is no one best city in the US to live in, and the choice will depend on multiple factors.
