1. go to canada if you want low crime rates, plus its beautiful and oh so laid back. cost of living... well not soo low. belise is pretty kicking in that area at the moment.
2. Canada is cold, expensive, and a little too close to America. Try A South American Country, or Eastern Europe. Panama is booming right now, so is ecuador. You may even consider Argentina or Southern Brazil. Rio Branco or something more southern. In Europe try Romania, Bulgaria, or the Czech republic. All relatively cheap and nice.
