Cheapest but Safest place to live in the world?

What would be some of the cheapest places to live in the world that are also very safe for Americans, and have a lot of fun things to do and good scenery? What about for the States? The more specific (City/ Town, etc) the better!

1. Go to heaven or hell . Just kill your self and it cost no money LOL. Free , Cheap , Safe , Fast , Worth it !
2. Cheapest and Safest? No such thing.
3. A deserted island in the tropics. Grow or make what you need. No neighbors to molest you and your property. This is my help from Washington, D.C. United States of America.
4. Oregon has no sales tax. & I think it's pretty safe to me.
