What cities and/or states in the US have the best special ed districts to teach in?

I recently became credentialed in california but am open to other cities and other states in the u.s. Problem is that I have no idea what states and cities are the best school districts for new special ed teachers. If anyone as some feedback I would be most appreciative. I want a district that is very supportive for new teachers and a good district for a mod/severe new special teacher to work in.
