3. Theatre - New York. Period. Art - New York and Chicago. Film & TV - Los Angeles. Music - For spectators, New York. Hands down. For schools, there are many. Also, and this is probably going to sound a little odd, but if you are limited by location, Minneapolis has an absolutely incredible arts scene. Atlanta is okay, but small. Miami is minor. Boston is middling. Philly is middling.
