What are the best cities in the US to move to if I am an IT professional and may want to start an IT business?

I want to move from Ohio to another state with decent weather and most importantly, a high demand for IT services. I am hoping to start a business with a partner, and want somewhere that the conditions are right to do so. The sector is IT retail, hardware services, IT support, networking and web site design, mostly for small businesses, but will also serve individuals. Would like to steer clear of California and desire a place with decent overall cost of living. Thanks
