What hotel has the best location at Panama City Beach Florida?

I am planning a trip to Panama City Beach and would like to be able to walk to restaurants such as Pineapple Willies in the evening. Also I am on a budget.

1. most hotels in PCB is gonna be pricey this time of year specially the ones on the strip. ur best bet is finding one off the beach and driving to the strip and enjoy urself. unless there are a lot of u going. but u said ur on a budget the cheapest room right now is gonna be over $100/night. i stayed in one that was off the beach with about a 5-10 minute ride to the beach for like $60/night.
2. I have vacationed in Panama City Beach for 24 years plus having lived there in the 70's. For the past 2 years we have stayed at the "Holiday Inn Sunspree" To look up the motels and rates check out ; "the beachloversbeach.com" This is a good web site for P.C.Beach.
