What is the best city or region in UK to establish a construction company, mainly to get jobs from others?

We have a team of 20 skilled EU workers, and we are trying to find work in UK, and also build few detached houses, plus reconstruction jobs.

1. I suggest a busy city, Edinburgh or London, or Glasgow, but with slightly less development. Because of the Credit Crunch at the moment, building houses is in despair and lots of people are not buying house and you may be in loss of profits, but a busy city with less houses would be advised.
2. There is always work in London but the cost of living there is very high and you would be best advised to set up the business in some smaller town within a couple of hours driving distance of London and advertising for work there as well as locally. With the slowing market for house sales you would probably get most work as general builders rather than in trying to build new houses.thousands of jobs have already been lost in this specific market but the upside of that is that if people are not moving house they are likely to have repairs and improvements carried out on their existing homes...roofing, walls, repointing and so on.
