Which is the best flour to use for baking a wedding cake in different cities with different altitudes?

My future mother in law is baking my wedding cake. She lives in a city with a different altitude than where I live. She asked me to inquire about the best flour to use. I don't know anything about flour or baking pastries or cakes...etc...Help!
