What are the best most affordable small town locations to live in Virginia?

maybe a fixer upper if the house has updated electrical, eco. heating and cooling? I like small towns, I hate big cities. I also like country living areas. I want something that may only need minor repairs, example; I can put in laminet floors, tile flooring, paint... I am a person who likes sitting on the porch. I have young children... the schools are important.
