Best place to live in Minnesota, possibly suburbs?

I want to live in MN within the next six years... If anyone could recommend an area and a little explanation, I would be so grateful! I am looking for: SAFETY Nice homes, but not a notoriously "snooty" area Good schools Good people Possibly some historical character Southern MN would be great A population of 10,000 or more would be nice Thank you!!

1. Go to www.apartmentratings.com and search for specific cities in Minnesota. There are actual resident reviews for a lot of places. This is one of the resources I've used recently to find a new place.
2. i don't know but whatever you do don't go to that town were the young and the restless is made ,thats place is one disaster after another.
