Best places to live in USA?

We'd like to spend several years in USA for our children to attend school there (we have all necessary documents). Trying to research on web the best places. We're most interested in quality of schools, cultural/art opportunities, dynamic local economy, cost of living, openness to foreigners, nice people, etc.. I can't find good online sources with recent information on statistics like expenditure per pupil, avg. cost of housing, job growth, etc. per metro area. Anyone know good sources? Have traveled in USA extensively and prefer northeast and upper midwest. We exclude from consideration the southeast through Texas. Don't like large metro area California too much either. Can anyone please help?
