Which cities in California require apartments to be submetered for water?
I know Ventura required it in a 2004 ordinance, but are there any other cities which also passed a law requiring multi-unit buildings to equip each unit with sub-meters separately measuring water consumed by the occupants of each individual unit? This is supposed to help conserve water, BTW -- individual tenants are billed for how much water they actually use instead of paying part of an apartment-wide share or it just being factored into the rent.
