What is the best European city for a short break in the snow this winter?

I am thinking of taking my family - wife kids (14 + 10) + me! - on a short break after Christmas. I would love to find a city where the kids can mess about in the snow - make snowmen, snow angels, maybe sledding and skating. I am not looking for a ski resort. Thanks in advance for your answers.
