What are some of the best cities to live in with good jobs/schools/safe/and mostly warm all year ?

So were planning on moving this year or the following year and it would help if we had more options. Also, were trying to move somewhere with low cost of living. So could you provide information about the city/state to inform us more about that place with your personal opinion.
