Which major US cities have the best traffic?

I know that LA and SF are the worst. Others say that NYC is way out of competition...but, which big US cities have the best and least jammed traffic?

1. I hear that on highway 95 going from South Carolina all the way to Florida is the best. You could 80-90 with no problems. Also, Penn Trunpike going east to west isnt bad either as long as you dont miss your exit.
