Why are there white teenager no go areas within most large European cities?

Is it fair that there are now areas of most large European Cities out of bounds to white teenagers, in favour of ethnic minorities? Is this a racial rebalance or political correctness gone mad, or even a form of apartheid in a predominantly white continent.
