why scooters are widely spread only in southern European cities ?

they seem to be very common in the streets of Rome, Madrid, Barcelone or Milan... but are really rarely seen in Amsterdam, Stokholm, London or Berlin while northern in European countries bicicles are much more common - so it would mean the climate is not the reason, since bicicles are not more adapted to cold than scooters... is it a cultural thing linked with romance languages ? Paris, even if situated as much north than Munich seem to be a "scooter-city"...

1. They are becoming more popular throughout the world. They are the fastest growing sector of the motorcycle market. I assume it is because they are cheap to run, easy and fun to ride. Expect to see more scooters down your street very soon.
