Electricity refund not fair to small cities?

My hometown buys elec. from AEP they now tell us we wont be given a refund because they didnt increase the elec they sold to us A lie because my electric went up and this month it was pretty much back to normal what do you think about a city gov like this

1. Get a petition going in your neighborhood asking for details about the electicity costs. Take it to the town council at a public meeting. If you don't like their answer, take it to small claims court.
