Most common speed limit for the major thoroughfares in the small cities.?

What is the common speed limit for the major thoroughfares (4 lane street going from one end of town to the other) if it's not a highway? The population of the town would be somewhere around 75,000-150,000. My guess would be 35 in the main part of the city and 40-45 in the more outskirts area of town.

1. I live in a small town and we have two main streets. One is 2 lane and is 40-45 mph, and the other is 4 lane and it is 40 mph. Our outskirt highways are 55-70.

4. Some 4 lanes hiways are 35mph. Oddly enough, some 2 lane hiways are 45. Go figure.
