Why do big cities that are mostly black, like D.C., Baltimore, Detroit, New Orleans have so many problems?

big cities in the United States that are mostly black have such a high crime rate, but big cities that are mostly white, like Salt Lake city, Pheonix, and Seattle don't..why is that
