Why does not time setter to Big signal at BIG cities to save Fuel, Money & Environment ?

In big cities like Pune, Mumabai, Nagpur , HYd, Banglore ; Calcutta why tfhere is no time setter at signal when much more vechile are spreading smoke and pollute our Envirnment
