What are the best US cities to live in with many shops & restaurants, healthy for small business, 40+ dg winters, relatively safe...THANKS!

2. Charlotte,NC; atlanta,GA anywhere in the south basically
3. Houston, TX... very urbanized but i would say northwest area is the safest
4. Check out Austin TX - it's very laid back, there's tons of fun stuff to do, and the weather is amazing.
