What region of the United States of America is best to live in?

What region of the United States of America is best to live in according to lowest crime rate, lowest cost of living, and best employment development? Im not talking bout state. Im talking bout region the South, Midwest, Northeastern, and so on.

1. I would look at Northwest Arkansas around the Fayetteville/Springdale area. Fast growing, great schools, low COL and the weather is decent.
2. Texas. Very cheap to live there and there are 4 major cities with lots of opportunities to choose from. The people seem pretty cool too.
